Graduated from the Leningrad State University in 1988 and the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation in 2001.
Speaks English and Bengali.
Entered the diplomatic service in 1995 and has held a number of diplomatic posts at the Ministry of Foreign Affairs of Russia and abroad.
2001 - 2006 - Second, First Secretary, Embassy of the Russian Federation in India.
2006 - 2007 - Senior Consul, Consulate General of the Russian Federation in Kolkata, Republic of India.
2008 - 2015 - Counsellor, Embassy of the Russian Federation in India.
2018 - 2019 - Counsellor, Embassy of the Russian Federation in Italy.
2019 - 2024 - Senior Counsellor of the General Secretariat, Ministry of Foreign Affairs of the Russian Federation.
On July 30, 2024 Mr. Maxim V. Kozlov was appointed as the Consul General of the Russian Federation in Kolkata, Republic of India.
